Is there really a '; maximum hair growth ';?

i heard that there is a maximum hair growth, where you hair won't grow anymore?

a girl at my school says she got a hair cut (shoulder length) and three years later it still hasn't grown.

i want to grow my hair to waist, and it's like three inches past my shoulders.Is there really a '; maximum hair growth ';?
That is the biggest lie i have ever heard, ignore her it's not true, your hair wil grow to your waist but it could take years, it will take a long time. Sometimes people don't realise there hair is growing when it is, this maked them think that it has stopped, but it hasn't. Ever see people with super long dreadlocks? I've seen one guy who had them down to his feet.

It all depends on how healthy your body is and what you put on your hair.

Before I got my hair locked, it hardly grew at all over a course of months. When I got locks and started putting only natural ingredients on my head (like witch hazel, honey, etc.), it started growing SUPER fast.
